Though God is all powerful and all wise, if he were not also always present everywhere it would undo His Being and break His perfection.  It is absolutely necessary for God to be every-where always. He must be a constant shepherd as he is a powerful creator.

Can anyone hide himself in secret places, So I shall not see him?” says the LORD; “Do I not fill heaven and earth?” says the LORD.”

The Manifestation of Omnipresence

Please read 1 Samuel 23:1-13 as an introduction to this section called the Manifestation of Omnipresence.

In the scripture you have just read, you can see that just because God foreknew the intentions in the heart of men and the action which would men would take; God did not predetermine the actions of men. In the same way the truth of God’s omnipresence does not determine a universal experience or manifestation of His divine presence.

Though God is always present everywhere all the time, His presence is not manifested or experienced in the same way in all places at all times. God accommodates the manifestation of His presence to the location and to the receptivity and desire of individuals. In other words, just because you are not aware of His presence does not mean he is not there.

If you read the book of Proverbs, you will find the writer will often personify the attributes of the Lord. The book of Proverbs is often referred to as a book of Wisdom.  In this book, wisdom is also called the instruction of your father and the law of your mother. The book of Proverbs opens with “Wisdom” in the heart of the city calling out to everyone.

In the city everyone has the opportunity and ability to hear and see. There are some who hear and respond to wisdom as they would their mother or father. The other group of people hear, but instead of heeding wisdom they mock it. They are described as scorners and fools. They are not receptive to the one speaking. The writer says “they have hated knowledge.” Wisdom pleads with them to pay attention to the correction.

The writer of Proverbs chapter one put it this way:

"If you turn at my reproof, behold I will pour out my spirit unto you; I will make my words known to you."

But they would not. Wisdom called and they refused to listen, causing them to become oblivious to His presence. Wisdom stretched out his hand to help them, and no one even noticed. If you continue reading the chapter, you can see two very different outcomes to the same experience with the voice and presence of God.

Some would respond and receive instruction, wisdom, help and security. Others would turn a deaf ear and be destroyed, by their own way, their own devices, even their own prosperity. It says in verses 26, 29 NKJV,

“I also will laugh at your calamity; I will mock when your terror strikes you.”

This is the voice of instruction and correction which they disdained that echoes and mocks them in their own hearts. They have hardened their hearts; they disregarded the hand that was stretched out to them. Now they are blind and cannot see to take hold of the hand of deliverance. This is why it says,

"They will seek me diligently but will not find me. Because they hated knowledge, and did not choose the fear of the LORD"  

We also see God's presence is manifested as judgment. This why the Psalmist writes,

7 Where can I go from Your Spirit?

Or where can I flee from Your presence?

8 If I ascend into heaven, You are there;

If I make my bed in hell, behold, You are there.

9 If I take the wings of the morning,

And dwell in the uttermost parts of the sea,

10 Even there Your hand shall lead me,

And Your right hand shall hold me.

11 If I say, “Surely the darkness shall fall on me,”

Even the night shall be light about me;

12 Indeed, the darkness shall not hide from You,

But the night shines as the day;

The darkness and the light are both alike to You.

— Psalm 139:7-12

The Apostle John wrote in Revelation 14:10b of the end of the one called the Beast, the one also known as the Anti-Christ.

"He shall be tormented with fire and brimstone in the presence of the holy angels and in the presence of the Lamb."

This is true because God is Omnipresent.
